We love these small communities with campgrounds. This one has picnic tables, shade trees, restrooms, electric hookups, and a dump station with potable water. Stays are limited to 72 hours and are free will donation. 
The sites are not clearly marked – just pull off in the grass, near a power post if you need electricity. Campground 44.52504, -98.99519
This is really nice -- cities that provide parks like this rate high on my list (though I've never heard of Miller, SD!). Kudos!
